Personality:
As Misty Lake's resident great fairy, Daiyousei is assumed to hold something of a leadership position over the other fairies that populate the area. It isn't surprising, then, that while most fairies possess an irresponsible, childish personality, Daiyousei is somewhat different. She is dutiful, earnest, and hard-working, and the kind of person that others feel comfortable depending on or confiding in. Essentially, she is a person that others feel drawn to as an older sibling.
In keeping with her image as the older sister of the surrounding fairies, she tends to be fussy. As it is her job to protect and care for the other fairies, she tends to worry about them when they get up to mischief, and she can be protective of them if she feels they are being threatened. She might even go so far as to try to intercept someone causing trouble for them (like a meddlesome heroine shooting them down as she flies over the lake) or intervene if she knows they're leaving to do something she thinks is ill-advised (such as having a "war" with fairies from outside the lake). She also does her best to mediate disputes in between her charges, as she would rather see everyone getting along rather than fighting, and will even scold them when the situation calls for it.
However, despite her position, Daiyousei isn't a stern or authoritative person by nature. Unless she is pushed, she is generally a non-confrontational person who prefers not to see fighting of any kind. In fact, her true nature might be the one that comes out when she's around others beside her "little sisters": an awkward and timid, though still upbeat, young girl. In truth, though she takes on a greater responsibility than other fairies, she still is one herself, and her personality isn't as far removed from theirs as it might initially seem.
Though she tries to act more mature, Daiyousei is a child in heart and mind just the same. She honestly isn't as responsible as she tries to be, and she can be spacey, forgetful, and a little bit of a ditz at times, drawing off-the-wall conclusions or getting strange ideas in her head. Her feelings also tend to be straight-forward and simplistic, and for as strong as her emotional reactions can be, they will also change quickly. She isn't good at hiding them, either; even when she tries to keep a smile on her face regardless, it's easy to see when she's nervous, or when she is trying not to snap, etc.
As young as she is, she also enjoys things like children's games, though she often feels like she isn't at liberty to participate them but for when she is playing with the other fairies. She also shares the mischievous streak found in most fairies, though it manifests itself in ways generally more appropriate to her role as the big sister (tickling, teasing, etc). All-in-all, she is the very picture of a child that has been left to care for others: in some ways, she has gained maturity quickly, but in others, she is very much trying to act older than she really is.

Her two in game appearances, in Embodiment of Scarlet Devil and Fairy Wars, are also both mentioned; in EoSD, she was trying to stop Reimu and Marisa's passage over the lake, as they had shot down a number of the fairies dwelling there up until that point, and in Fairy Wars, she was trying to bar Cirno from going off and doing things she thought were ill-advised.

AU!Daiyousei has more insecurity to deal with. She isn't particularly smart or talented, and she isn't a strong magical girl either, and she can feel overshadowed or disposable as a result. She works hard to compensate for her lack of natural talent, but the issue is something that remains in the back of her mind.
Also, as she only has a few sisters rather than all the fairies living around Misty Lake to care for, her fussiness are less ingrained. Though she still tends to worry about others by nature, she is a bit more passive about the issue and more likely to let things go, and she is more slow to codify others as someone to look after.
AU History Changes:
Daiyousei was born as the first child to a couple in a small, backwater town in Japan. In time, she wound up with multiple younger sisters, the size of her family growing solidly above-average. As the eldest, she assumed a lot of responsibilities, dutifully caring for her siblings when her parents were too busy or their time was too limited to see to everyone's needs. Though the second eldest wasn't much younger than she was, she never complained about shouldering that responsibility on her own; because her parents had seen her as mature enough to entrust it to, she was determined to meet her responsibilities.
Growing up in the kind of town where everyone knows everyone else, she was well-liked by the adults, particularly the older couples. Frequently, she was praised for being such a good, responsible girl, though as she grew older, she became aware that her hard work was the only thing she was praised for. She didn't resent this, precisely, but sometimes she did find herself wishing she wasn't so...ordinary.
When that wish was answered, it wasn't in a form she would have expected—or hoped for. She would have accepted being ordinary a thousand time over if it meant keeping her siblings out of the eyes of a Shade. However, she wasn't given that choice, so the only thing to do was accept her fate as a magical girl.
When it came time for her to decide whether or not to attend Etoile Academy, it was her family that encouraged her to go. Having grown so used to helping her parents with her younger sisters, she felt nervous about leaving them now, but her parents told her that seeing her flourish was more important. And so, she accepted.

Powers and Attacks:
Daiyousei is not a very strong magical girl, most of her skills being outright mediocre. However, for what she lacks in power, her abilities cover a versatile range of territory.
Offensively, she can call down what appears to be small rain of light, like a shower of very tiny stars. While the attack has a small area of effect and isn't particularly strong, it's better than nothing. Defensively, she is also capable of producing barriers; again, while the area of effect is relatively small, she can use it to stop a handful of weak attacks, one moderate one, or blunt the force of a stronger one. She is also capable of dulling pain and healing the wounds of her allies, and while she can't completely heal severe wounds, she can at least stabilize someone who might have otherwise died and allow them to continue fighting.
Additionally, the mechanical wings she gains upon transformation grant her the ability to levitate, though this doesn't allow her to move any more quickly than an average girl of her age and size could move at a run.
Weapon: Upon transforming, she gains a staff, as pictured. She requires the use of it to cast her attacks, shields, or healing, but can levitate independently of it.
